What you’ll do
CrossBoundary Energy is recruiting a full-time French-speaking Senior Permitting and Regulatory Officer to join CBE’s Policy and Regulatory Affairs Team and to lead on permitting CBE’s DRC projects. We are seeking a resourceful individual to assist the team in preparing multiple permit and license applications for our renewable energy projects primarily in the DRC but also in other Francophone Africa jurisdictions. The Permitting Officer will ensure that CBE’s license and permitting applications are well organised and prepared in line with national regulations, to meet CBE’s internal project deadlines. The ideal candidate will be a highly organised and proactive problem solver, with excellent communication skills and attention to detail. They will ideally bring to the role previous experience engaging with Congolese authorities on energy sector matters – from a private sector perspective. They will command the highest standards of integrity and the gravitas to represent CBE in high-stakes meetings with public sector authorities. The selected candidate will help ensure that the exciting portfolio of CBE renewable energy projects secures regulatory approval, achieves timely construction milestones and ultimately compliant commissioning. The role will report to the Head of Regulatory Affairs and work closely with the wider Permitting and Regulatory CBE leads.

Primary Responsibilities
  • Consistently, accurately, and clearly captures project licensing knowledge and data. Transmit this knowledge to the team through existing tools and procedures in accordance with internal and external reporting deadlines
  • Establish and maintain relationships with Congolese energy permitting officers of regulatory agencies in order to gather information on permit requirements to develop and refine internal checklists and licensing trackers
  • Light-touch support to update documents to meet CBE standards, leveraging input from the regulatory and project development and technical teams where required  
  • Support the team to effectively use permit checklists, flagging areas where items are missing or not meeting stated requirements
  • Support preparation of digital application files for CBE license and permit submissions, with a focus on francophone African countries
  • Organize CBE’s physical license and permit application files including introducing a new system for effective document filing and management
  • Liaise with CBE’s regulatory affairs network of professional service providers to check on invoicing, document certification and delivery
  • Structure and manage internal knowledge folders and aiding the team in running digital project management tools on behalf of the Regulatory Affairs team
  • Organise and coordinate site visits between the Congolese energy permitting officers and CBE's site team
  • Become first review point of CBE’s consultants and ensure gaps are adequately addressed
Required qualifications
  • Professional fluency in French and English.
  • Expert and professional communicator in Microsoft Office Suite (Excel, Word, PowerPoint, etc.)
  • 5+ years of related experience working in an office environment, ideally in the energy or infrastructure sector in the DRC
  • Bachelor’s degree in a relevant field
