What you’ll do 

CrossBoundary Energy is recruiting a Health, Safety, Environment, and Communities (HSEC) Officer to support a Project in Sierra Leone. This role combines HSE oversight and community engagement, ensuring that project activities are delivered in line with international ESG standards, while maintaining strong relationships with local communities and stakeholders. The HSEC Officer will play a key role in ensuring compliance, managing ESG risks, and supporting permitting and due diligence processes. Your primary responsibilities would be: 

1. Health, Safety & Environmental (HSE) Management:

  • Implement and enforce the project HSE Plan in line with company and client requirements 
  • Conduct daily site inspections to identify unsafe acts/conditions and ensure corrective actions 
  • Review and verify Risk Assessments and Method Statements (RAMS) before work starts 
  • Ensure compliance with Permit-to-Work systems (e.g., Heavy lifting, WAH, LOTO, confined space) 
  • Monitor proper use of PPE and enforce site safety rules 
  • Deliver site inductions, toolbox talks, and safety briefings 
  • Investigate incidents, near misses, and unsafe conditions; ensure root cause analysis and close-out 
  • Support emergency preparedness and response (drills, fire safety, first aid) 
  • Promote a positive safety culture and worker participation 
  • Monitor implementation of mitigation measures in line with ESMP/ESIA requirements 
  • Report incidents, near misses, and escalate key risks to management 

2. ESG Due Diligence & Compliance:

  • Support KYBP / integrity checks, contractor screening, and ESG due diligence processes 
  • Apply international standards (e.g., IFC Performance Standards) through CBE’s ESMS 
  • Identify ESG risks and support mitigation planning 
  • Contribute to ESG reporting (internal and investor reporting) 
  • Support permitting processes, including environmental and regulatory approvals 

3. Community Engagement & Stakeholder Management:

  • Build and maintain strong relationships with local communities, authorities, and stakeholders 
  • Implement the Stakeholder Engagement Plan (SEP) 
  • Support and manage implementation of External Grievance Mechanism 
  • Record, track, and resolve community grievances in a timely manner 
  • Communicate project activities, timelines, and potential impacts (e.g., noise, traffic) 
  • Support community awareness and training for contractors on appropriate conduct 

4. Reporting & Documentation:

  • Maintain accurate records of: 
  • HSE performance (inspections, incidents, training, audits etc.) 
  • Community engagement activities 
  • Grievance logs 
  • Prepare weekly/monthly ESG and community reports 
  • Support data collection for ESG and investor reporting. 
  • Track and follow up on corrective and preventive actions to closure 
  • Ensure proper documentation and filing of permits, RAMS, and compliance records 

Who you are

  • Self-starter who is passionate about creating lasting change in underserved markets

  • High tolerance for ambiguity and an ability to operate effectively in a changing context 
  • Build strong relationships with clients and colleagues in stressful environments 
  • Excellent presentation skills; ability to communicate clearly and effectively with diverse audiences 
  • Bachelor’s degree in environmental science, Occupational Health & Safety, Social Sciences, or related field 
  • 5-7+ years of experience in HSE, ESG, or community engagement roles (preferably in mining, energy, or infrastructure projects) 

Location

Candidates will join our team in Sierra Leone. This role may involve travel.
